British Retail Consortium Seminar
Responsible Retailing of Alcohol and Other Age Related Products

Responsible retailing of products as varied as wines, spirits and beer to fireworks, knives, lottery tickets, video games and tobacco can pose significant challenges to retailers, licensees, regulators and enforcers alike. The British Retail Consortium hosted its second annual seminar on 13 March that brought together all those who have an interest in the responsible retailing/selling of alcohol and other age related products to hear about the latest developments that affect the sale of these products.

Licensing

Under the Chairmanship of John Grogan MP (member of the All-Party Parliamentary Beer Group), the morning programme featured experts on licensing in England, Wales and Scotland who gave presentations on the progress towards new legislation governing the sales of alcohol. HM Customs and Excise spoke about what they are doing to prevent the illegal importation of alcohol and tobacco, and the final session concentrated on the work being done by industry in conjunction with government agencies, in the UK and abroad, to reduce the misuse of alcohol.

Proof of Age

The focus in the afternoon was on proof of age issues. Industry needs, now more than ever, a reliable proof of age scheme to help fight the battle of underage sales. The BRC has been working on a proposal to introduce a national Proof of Age Standards Scheme (PASS), which it hopes will help to address some of the issues surrounding proof of age. Recent legislation such as the Licensing (Young Persons) Act 2000 and the Criminal Justice and Police Act 2001 has put the onus on employers and their staff to be sure of the purchaser's age before they make a sale. The Trading Standards Institute gave a presentation on the work they have recently carried out on new test purchasing guidelines. The session also covered the issue of due diligence.

Objectives

  • Provide a forum to discuss the current issues
  • Share experiences and concerns surrounding licensing, proof of age and due diligence from both a retail and regulatory perspective
  • Enable delegates to learn more specifically about the BRC PASS proposal, recent test purchasing guidelines, and to cover the issue of due diligence
  • Provide a platform to give comments and views on licensing and proof of age in general
  • Gain an insight into the issues for customs and trading standards officers.
