Planning Policy Statement 4, Planning for Sustainable Economic Growth, was published on 29th December 2009. The document combines a number of previous policy statements, including PPS6, Planning for Town Centres. The document sets out the national policy framework for planning economic development in urban and rural areas. The document advocates a plan led approach towards planning with a town centre first focus. Unplanned development in edge and out of town developed is considered through a series of tests; the ‘sequential' test and ‘impact' test.

Planning Policy Statements (PPSs) set out the Government's core policies and principles on different aspects of planning. They should be taken into account by regional planning bodies, and strategic and local planning authorities, in preparing regional planning guidance, structure plans, unitary development plans and local plans (and subsequently regional spatial strategies and local development frameworks) and will be material to decisions on individual planning applications. They may also be relevant to the preparation of other documents, such as town centre strategies.
