EU TIMBER REGULATION

OVERVIEW OF A DUE DILIGENCE SYSTEM
The European Union's Timber Regulation (‘EUTR') will apply from 3 March 2013, and will make it an offence to place illegally harvested timber or timber products onto the EU market for the first time. The regulation primarily focusses on solid and composite wood materials, although some wood pulp and wood fibre products are included.
Under this regulation, BRC members placing imported and domestically produced timber on the EU market will be required to implement a Due Diligence (DD) system to mitigate the risk of illegally harvested timber or timber products entering the supply chain. Any BRC members buying or selling within the EU market will have to record from whom products were purchased and to whom they were sold.
To better understand the requirements applicable to BRC members under the EUTR, several members of the BRC's Timber Working Group developed two documents based on a collective interpretation of the EUTR using information available to the retailers at the time of publication (April 2012).
The information is available in two documents: - Overview of a DD System: Summary of key elements in the EUTR and an outline of a possible approach to DD. - Annex to the EUTR Retailer Response: A simplified list of products understood to be in (and out of) scope of the regulation.

Please note that this is not official guidance. It remains the obligation of each individual retailer to implement their own DD (and/or traceability system) and to verify that their system demonstrates compliance with the EUTR. External expertise should be used where required.
