Government Agencies & Enforcement Authorities

PASS, which is endorsed by the Government and has the support of the Association of Chief Police Officers (ACPO) and the Trading Standards Institute (TSI), is a vital tool in helping to combat underage sales. Over 1.5million young people currently carry PASS accredited proof-of-age cards, all bearing the distinctive PASS hologram which gives retailers of age-restricted products and enforcers the assurance that the card is genuine.

The success of PASS will be achieved when everyone involved in the selling of age-restricted goods, including those responsible for enforcing and administering the law, knows about PASS. It is vital for the success of the scheme that retailers, enforcers and door supervisors recognise that only cards bearing a PASS hologram should be accepted as a valid proof-of-age.

With almost every proof-of-age card carrying the PASS hologram, the key challenge for retailers and enforcers alike, is to give the scheme support.

The PASS scheme is backed by all the main Trade Associations including:-

  • Association of Convenience Stores
  • Association of Licensed Multiple Retailers
  • British Beer & Pub Association
  • BII
  • British Retail Consortium
  • Drinkaware Trust
  • National Federation of Retail Newsagents
  • Noctis
  • ReSolv
  • Scottish Grocers’ Federation
  • Ten Pin Bowling Proprietors Association
  • Video Standards Council
  • Wine & Spirit Trade Association

The PASS scheme is also supported by National PubWatch.

A selection of representatives from supporting trade associations and observers from the Home Office, Association of Chief Police Officers, the Trading Standards Institute and LACORS the Local Authorities Coordinators of Regulatory Services meet regularly with the PASS Board.
