Blackpool Council's ‘Proof of Age' scheme was launched in 2000 and was granted PASS accreditation in December 2005. Eight of the nine council's secondary schools are signed up to the scheme. Photographs of young people are taken in year 10 and are issued on their sixteenth birthday; the card shows date of birth and the details of when the card holder reaches 16 and 18 years of age. The cards are issued to people between the ages of 16 and 23. A number of local incentives are also involved with the card. Cards are initially free to Blackpool residents and non-residents with a £5 replacement charge for all cardholders after that. From July 28th 2008 cardholders are allowed as many replacement cards as they want within reason. |

The Isle of Man Government 18+ Proof of Age Card was launched by the Isle of Man Office of Fair Trading on 1st September 2004 and the scheme was granted PASS accreditation in February 2007. The card displays the holder’s photograph, name and date of birth and is only issued to applicants aged 18 or over. The cost of the card is £5.
Retailers and licensees can find it difficult to assess the age of young people wishing to buy age-restricted goods. The 18+ Proof of Age card helps them to comply with the law and allow anyone aged 18 or over to buy the goods they want without difficulty. The Island’s legislation sets 18 as the minimum age for buying both tobacco and alcohol.

LB of Southwark Trading Standards launched their SPA (Southwark Proof of Age) card in 2007 and aim to issue 4500 cards in the first year.
Cards are issued free of charge to all students in Years 11-13 in Southwark’s schools and colleges. The card shows date of birth on the reverse with details on the front of when the cardholder is 16 and 18 years of age.
Further PASS accreditation will be applied for in the near future to include external postal applications. Cards will then be available to the borough’s residents regardless of where they attend school.
A dedicated section of the Council’s website has been set up www.southwark.gov.uk/spa and competitions and incentives of local discounts are being arranged.
The unusual design is based on the staircase in the Greater London Assembly’s building, which is based in Southwark. It was chosen as a result of feedback from potential card users. |
