The BRC and our members are opposed to the Tobacco Display Ban that is scheduled to come into force in 2011 for larger shops and 2013 for smaller stores.
We do not believe there is the evidence to suggest that this policy will achieve the Government's objective and, by pursuing this approach, the Government is simply adding considerable cost pressures to retailers' already stretched budgets.
We are supportive of measures designed to reduce the prevalence of smoking amongst young people, and we have actively played our part through the introduction of Challenge 21 and Challenge 25 on tobacco products, however we believe the Government has failed to focus on areas of policy that could actually build on our work. For example, we believe greater emphasis should be placed on the illegal sales of tobacco products.
We also believe that the proxy purchasing of tobacco and the attempted purchase by someone that is underage should be made illegal, as it is for alcohol.
